Bio

Darrel Harmer is the ACIO for the Health Information Exchange at the Commonwealth of Massachusetts’ Executive Office of Health and Human Services (EOHHS). He is responsible for completing the development and deployment of the Mass HIway statewide network to exchange electronic medical records and catalyzing adoption by health care providers. The Mass HIWay is a nationally recognized cornerstone solution to help reduce costs and enhance quality in the healthcare system.

Prior to his position at EOHHS, Darrel was the Chief Capital Planning Officer at the Information Technology Division managing the Commonwealth’s annual $100+ million portfolio of strategic technology investments. He led initiatives that designed and implemented a project selection and performance methodology based on rigorous Return on Investment and “Likelihood of Success” analysis and the “CommonWay” project management standard. He has had senior leadership roles on enterprise IT programs and was the CIO at the state Group Insurance Commission. Darrel is a PMI certified Project Manager and received a B.A. and M.A. in political science from Columbia University.
